Q: Why are some of the heaters in my apartment on already and the others not?

I live in a duplex and the heaters downstairs are on and the ones upstairs are not. Why? (I realise this is only for northerners)

'Hot' air is lighter than 'cold' air, so 'heat' from downstairs is moving up/mixing with the 'cold' air. Anywhere on Earth, brother.surprise

You may also need to bleed the radiators - this is when you make sure there is no air, there should be a valve on the heater that you can open. 

 

If there is any air in the radiator it won't get hot at the top. I think that is what is happening to mine.

I opened that valve yesterday by mistake and there was a massive outlet of air, but it made me nervous because I thought it might be gas.

Hot water cannot come to upper radiators, because (cold) air is in the system. Open valve on radiator described earlier, till hot water doesn't come out. Then, close the valve. There is no gas in radiators. Water inside radiator is almost 'boiling' hot, so when you open the valve you'll hear 'hissing' sound, similar to gas leak.

Definitely need to bleed the radiators. I had to do that every year in Hebei. Now in Kunming no need for radiators ( apparently )

in some buildings, you have to pay separate for the heat and they turn on a valve to your apartment in the hallway usually near the elevators, my building has some vacant paid for apartments that never get heat.

top floor is the best for getting heat from below, also pipes with no water and then filled will have lots of rust and the brown water will make a mess on your floors and furniture if to open  the valves for bleeding the air out of the lines.

Depends who lives in the Building , If they are party members you will have heat as soon as it gets a chill in the airindecision

This is my second year in Northern China.  This is my observation.  Reason number one is money.  The radiators are turned on for about 10 to 15 minutes in the daytime to warm up the radiator.  This costs money, but the renter of the building must pay for the heat. So even though nobody gets warm you will spend lots of money to heat up the radiator.  Obviously this causes more pollution in China because most of the electricity generated in northern China comes from coal fired generators.  When the temperature is below 5 C, turning on a radiator is useless.  The Chinese have not learned this yet.

Or maybe they have and just want to make money.

I meant turning on a radiator for 15 minutes when the temperature is below 5C is useless.
