Q: Why are there 'ghost cities' in China?

...and do local media even bring it up? I've rarely seen them mentioned anywhere on English-available Chinese media.

are you talking about abandoned cities like in europe after the reactor explosition ?

I meant the towns that were built from nothing in the last decade, in which literally no one lives because they're either too far out or the prices are too high (I think).

The three gorges damn boat tour actual stops at a touristy ghost town.... and if your defination is more open then there are many little industrial ghost towns around

It's pretty simple really.
As long as investors keep buying up the property, developers have every reason to keep building more.
When sales slow down, developers will scale back appropriately.
