The last Batman caused all kinds of complaints from the Chinese government because a random bad guy was from Hong Kong. And, as a proper wu mao, I have to say that I completely agree. We all know that there are no bad guys in mother China so such characterizations are unfair and racist. I demand that all Americans apologize to all Chinese they meet from this day forward.

Well obviously Gotham City is a euphemism for New York or just USA in general. So it is a fair appraisal of American people and how they live, therefore why ban it? It shows the 'people' how Americans REALLY are!
(hint hint, I am being sarcastic!)
Why is not banned?
Yes it is. Because Bane in already in the movie.
