Q: Why can't foreign tourists claim VAT back in China?

All non-EU tourists who buy things in the EU can claim all the VAT back at the airport when they leave which can result in savings of hundreds of Euros. Why doesn't the same system exist here?

Corruption.

 

Unlike in the EU, it would be very hard to confirm the authenticity of the invoices. That's something that would be incredibly hard to do in China. Even if it was possible, they would have no intention of giving you back money you've already spent.
