Q: Why can't foreigners get a library card at National Library?

In 2012 I was able to show my passport, sign in a log and go inside to read French newspapers and magazines. Today - impossible!  They said I must have a library card and they said "Impossible".  Why? WTF?

I have tried to do the same in a number of libraries, both university and public.

The fact is I am foreign and don't have a Chinese ID number.

While they like to see me in there, they don't like me borrowing a book

I have been followed around my Uni. library by a member of staff, (always at a distance) - clearly I can not be trusted.

Now i have a Kindle  and read magazines online
