Q: Why did the previous Beijing mayor resign?

In light of the last floods, the previous mayor of Beijing resigned.  Why is that? Is this to avoid scandal over the bad infrastructure?

Because he was being promoted...because he did such a wonderful job...or he had guanxi up the yingyang.

There's a law where if a certain amount of your citizens die in one incident you must resign, I'm not kidding.
