I noticed even last year that the pre-sale period would change from 10 to 5 days. I just don't understand the logic behind this. It's so frustrating!
One thing extremely hard to find in China is why things happen or change. Your case, train tickets advance purchases, it has been all over the place. As I recall it, first it was one week only, then went to two weeks, I just found out that now is 10 days. At airlines, it goes from 20 to 30 days prior.
Maybe I am spoiled, back home I can buy an airline ticket as long as 11 months into the future.
It changes apparently by the whim of who''s ever in charge, sometimes on a daily basis.
Chinese people seem to lack the ability to plan ahead past 1 or 2 days in the future. I'm not exactly sure why, but it's such a common thing here that I feel comfortable making that generalization and/or stereotype because it seems to be normal here.
Apparently for train tickets, you can buy them 8 days in advance now. This of course will change tomorrow or sometime next week, but for now 8 days.
