I live in Shenzhen and went one hour up north to see a city north in Guangdong. I went with a couple of Chinese friends who decided to go for the package deal thing by going on a bus with other people...
It was such a hassle waiting for everyone...I understand it might make it simpler for the lazy people not wishing to plan things, but I've noticed Chinese people go on vacation almost solely through these tour things...

It's not always the case, dreaded walking walrus kiddo. The Chinese family that settled in my small town of Montana, 'Merica, first came visiting by themselves, without taking any tours. I remember before they decided to stay and open a traditional Chinese restaurant, they asked me for direction.
It's just you see those that aren't on those tourist buses, it's because you're probably too short to see above the knee caps and don't notice those on foot!
Cheaper and safety in groups plus the travel agent has 100% liability for everyone on the tour.
