Every country has bad air and water now. It's more normal. When I was a kid, I remember my teacher saying it was cheaper to buy wine than water in France. I never though I would see our water unsafe to drink. My grandparents had a farm out west, water came from a mountain stream. We used to drink it, then it got poluted.
I think embassies just report on political conditions. If they reported on everything, we'd get food revues.
The US does. In fact, they have a Twitter feed for Beijing (requires VPN of course) http://twitter.com/beijingair.

Interesting to note that Beijing is almost always at "unhealthy" or "hazardous". There used to be one for Shanghai during the 2010 Expo, but the site is now down. Anyone know of one for SH?
