Because they need foreigner, especially at English teaching, but they lack of Chinese gov. authorization for foreign hire.
You can ask Chinese hiring Co., if they posses "authorization for foreign hire" at your first interview.
Once such authorization is shown by the potential employer, you can proceed with questions about further process of securing Z visa.
Joints without such authorization will most likely offer to foreign employee work with Business visa (F), under which employee cannot legally work and receive payments.
Not other, but Z visa is the right Working visa in China.
