Q: Why do taxi cabs here pull over, yet still leave their for hire sign on?

I've noticed this a lot lately. They would be taking a break or something pull over, but still have the for hire sign still bright as Day lit up. Why do you think they do this? Do they do this on purpose to try to get attention then refuse everyone that comes up to their cab to ask for a ride?

they have a certain amount of time recorded as on duty in the cab, this is an illegal break they dont want recorded on the meter clock.  how long the meter is off is observed by the taxi company.
