Q: Why does China not have any proper low fares airlines similar to Ryanair?

Airlines here are way more expensive than European ones, even when they have discount promotions. China needs an equivalent of Ryanair in my opinion.

One airline is called Spring Airlines which is Chinas first and only low cost carrier model airline. Jetstar has recently announced with China Eastern that it will be forming a Joint Venture to form a new low cost carrier in Hong Kong.

Yes Jetstar which is owned by Qantas announced that it will fly many mainland routes once it's partnership with China Eastern begins.
