It's how some people talk this way . It's not necessary that they are fighting or arguing at each other.
Talking loud and forceful is a sign of strenght and power, if you talk softly you will be viewed as a weak person and most likely people will ignore you. I have noticed that this is a "mainland Chinese" thing, other Chinese (Hong Kong, Taiwan, etc..) do not have this pushy manner. It is the number one reason I am not fluent after nine years here, I can not get accustom to shouting just to understood, to them it is not being rude

Maybe in HK and Taiwan they don't have an inferiority complex.
Chinese people have got accustomed at screaming at each other.
What I find amazing is that the same stentorian like kids who shout at each other in the hallway can barely manage a whisper in the classroom! Then, they tell me that they ARE talking as loud as they can!!!
They can't hear because of ear wax, true you can't get a doctor to remove it!
