Q: why does PRC allow porn websites in hongkong and macao but block in mainland ?

The HK and Macao Chinese are considered more enlightened than their mainland counterparts.
They have had greater interaction with the west and are better able to handle numerous similar social situations.

Before Hong Kong and Macao were returned to China in 1997 and 1999, the Chinese government had made promise that the social system in these two regions would not be changed and both regions would be considered as a special administrative region (SAR). This is why one can still find porn websites in Hong Kong or Macao.

mainland chinese people are generally more traditional and conventional, they consider anything related to porn unheathy, especially they don't want the kids to get in touch with those stuffs...

It all part of the "two systems, one country philosophy" that was brought into effect when Hong Kong and Macau were decolonialized and devolved to China from which they had been separated by force centuries ago.

For the most part, the systems that were put into place by the Portuguese and the British have been allowed to remain in place.  Major tweaks to the system have caused protests in Hong Kong and in the end were abandoned.  Macau is too busy turning itself into the Las Vegas of Asia to worry about much anything else.  In any case, under the Portuguese, Macau was nothing but one big opium den and one big brothel, so to speak, and  a gambling paradise under mob control.

Because they're partially autonomous. They were given back to China on the condition that their laws would be independent of the mainland for 50 years. But you can be sure that when the 50 years is up the Firewall will descend on them too.

Because they don't want 600 million men here wanking off everyday...bad for productivity.  (re:  post about masturbating from yesterday that has now been cleansed).  
And can you imagine if women here starting watching porn and realized what they have been missing (size matters aside) and demanded better performance from their mates?

Dude: I think you've nailed it about them not wanting the women to watch porn, and realise what they are missing. Most Chinese women I have met that have watched porn are very eager to find out if such things are really possible with foreigners. And generally quite happy to find out that they are.
