The expectation that all users on this board have a native level of English is rather extreme, and so is bashing people for it (unless they claim to teach the language! Or, say they are NNES, but have terrible skills...)
Why should they? Chinese kids have enough problems having to learn characters & being pushed in school.

Because China is so great, there is no need to learn any other language at all... after all, everyone will soon be learning Mandarin anyway! (not only everyone in foreignerland, but also all those people currently living in areas within the 251-dash line in what is currently called 'Asia').
Everyone knows that Chinese is a very difficult language to learn (even a simple greeting is extremely difficult to master - and so you should feel very proud when they compliment you on this awesome achievement), and therefore, any other language is simplicity! Therefore, they can afford to wait until they need it, book a couple hours of lessons for a week or so, and they'll have it all mastered!

Don't forget that we Chinese are intellectually smarter to Foreigners and thus we can easily learn all Foreign languages, that means English and Japanese because every Foreigners speak English except for Japanese Devils. Foreigners should feel honour when we compliment them on their Chinese ability because Chinese is very complicated do you know it?
China has widespread and deep absence of English-language use at all levels of society. The learning process is then extraordinarily locked into just using learning materials, which generally doesn't quite work in language learning. Plus, there is no practical interest learning English. It's not useful in daily life.
