Ok, so I can understand when using a public bathroom and there's usually no soap available. But, I took the initiative and bought some liquid hand soap (5 rmb....) and placed it in our floor's bathroom (shared by 20 some odd people, 4 dudes, the rest are women). Every time I've been to the bathroom and seen someone else washing their hands, they have refused to use the soap! They just give their hands a quick splash and go on with their lives. Is there some liquid-soap-containing-heavy-metals-that-causes-birth-defects scandal? I don't get it....but then again, TIC.

Hardly any business provide soap or towels in the bathrooms, so I think it's great that you took the initiative to provide it yourself. As you said, it wasn't a big expense. But they probably don't use it because they just aren't used to it or don't see a need to since no where else do people bother to use soap (even hospitals!).
I would say be glad they are washing their hands at all...?
worst is when you see someone who was pooping ih the stall and does not wash....

Well, if they use soap, they cannot let their hands "air-dry" and actually have to use more water in order to get the soap "off".
soap costs money. how the fk can u get any cig's if u ain't got any simoleons ??
