Just moved to a brand new (rented) apartment. Initially it does look sweet. However......Pipes evident, porcelin tiles throughout the place, ktv style tv backdrop, I guess I have to put the tv there. No closets in either bedroom. Simply put, it doesn't feel finished but the owner believes it's the best thing going.
You didn't notice these things before you moved in? Really?
Anyways, they don't hide anything. They don't put a lot of stuff behind the walls. There are wires that stick out everywhere, pipes aren't any different. It's probably a cost/laziness thing. Add in the fact that many electical plugs are crooked and the cord that powers it is outside of the wall...I could go on, but I think the answer here is pretty obvious.

it's like they obviously cared something about the look of this place then why not freakin finish the job?

Because the they don't really plan or slow construction to have the plumbing properly installed. It's easier for them to just drill holes and run the pipes outside of the walls. So it's comman enough that noone thinks it looks bad.
Nice place to wrap lights in about 11 months or so.
When you buy a place it is just a shell and most of the walls are concrete. You then have to fit it out yourself. So unless you want to a) gouge out holes on the walls and insert pipes or b) put some falsework up in front of all the pipes and fittings and lose a little space plus incur some extra costs your stuck with the pipes. Just look at it as the industrial look that many inner city dwellers think is quite cool in old refurbished factories or converted warehouses in western countries. I personally find more annoying the multi layered ceilings, TV surrounds and other over the top ornate items that many people decorate their new apartments with.
I was told that the reason was that if in the future there was a plug-in or leak, it could be fixed without breaking the floor or walls. Bologne !.
I had a friend who bought an apartment, paid almost 1 miiilion RMB for it. As somepone above said, it was a shell, bare walls, some windows and a front door. Everything else had to be put it at extra cost afterwards (almost 300,000 Rmb extra). But he had all water, gas, electrical and TV/Internet connections piped in to where he wanted under the bare floor, and up inside the walls. Every one thought he was crazy, but his apartment is beautiful now compared with others And he had the electricians run ground wire to all outlets and lights too. They do not do that either.
Probably because they don't have to...if the place says "as is" it means they don't have to change a thing..,"as-is" places will only work out for you if you are completely satisfied with everything they are offering to you.
