Q: Why don't they have an option between paper or plastic bags when loading your groceries?
Why NO Choice? There is No choice to make, plastic is cheaper and stronger to make. They make better rain hats and your glitter stickers stick better on plastic.

Why would you want a choice. The environment in China is f***** anyways.
paper, trees, limited resource, feeding 25 percent of the world on 9 percent of the worlds land is a non starter before the trees.
Scandinavian:
actually jusco provides some nice bags. it's cloth, perhaps made from bamboo (a guess) and they can be re-used many times, I think more durable than plastic or paper.
The choice would be too difficult for most Chinese to fathom out. They would probably have to call their mothers for advice.
Try putting a plastic bag over your head, you will quickly see the advantage.
