I am not Muslim. But in most cities a Muslim district exists and if you do have trouble trusting the halal stamp in the stores (I would be to) go down to these districts and buy from the people who are Muslim.

It depends on which city you're in... In Beijing, I've found that many Xin Jiang restaurants are Halal and their owners and servers are all Muslim. There are also butchers here that are owned and run by Muslims from Xin Jiang.

I can speak for much of Shenzhen and Dongguan, where there are plenty o' Uighur and Hui residents who cook in Lanzhou Lamian (noodle soup, but also with other rice dishes) and less commonly Xinjiang-esque restaurants.  It's a rather broad statement though, so figure if the district isn't just an industrial one (and sometimes even if it is), you can at least find Lanzhohu Lamian place (if you're walking by it, the sound of the skullcap-toting man slamming dough against the table should be a hint).  Should you find yourself by Wenjin Nanlu in Shenzhen's Luo Hu district, that's a bit of  Moslem neighborhood.  A bunch of Turkish and Indian restaurants throughout are generally halal as well.

Supply and Demand and popularity. I don't think if it's so popular here it may not sale so good so that is one of the reasons why. If there is no demand for the product only let's say a few people including yourself than they won't put that product on the shelves. The market for the product will grow once more and more people are interested in it and it creates some type of popularity where the company selling it will know for sure that they can make a profit off of it.

I guess it depends on what area you're in; as per above, plenty of halal food here in Xinjiang!
