Q: Why is my Beijng FEC not FREE ?

When i lived in Dalian , my Foreign Experts Cert was free , just hand over the relevant paperwork and 2 or so weeks , it appears , In BJ OMG < hassle plus , i need to pay 400 rmb just to get my passport back and They KEEP my FEC , and ive been warned that my Visa  and passport expire soon ( 8 weeks) so what is the BJ drama all about ?

when will theses Govt drop kicks get one set of concrete rules for every city ?

Or is the bribery rate different form Dalian to Beijing !!!

You should post this under specific city that way people can get an extra 2 pts. Since I used my 10 answer limit for today so I won't get any pts. from this and since this is such an easy question to answer I'm gonna give you the facts straight up. Your Beijing FEC is not Free because news flash amigo, compadre nothing and I mean nothing is free in this world . And you just happened to stumble on one of the 25 most expensive places to live in this world of yours and mine. So what do you think about that?

Who is "THEY"?  The local PSB or your employer? I'm guess employer as there's no way the PSB should be keeping your FEC.  Sounds to me like your employer in Dalian took care of all the costs associated with getting the FEC and Residence permit, while your new employer in Beijing is letting you pay for it instead, AND they're keeping your FEC for some future bend-over fun...

The employer usually pay's for you FEC, sounds like they want you to pay for it. As for the FEC, it is not the property of the employee, it would have to be canceled for transfer purposes and is the property of the FEB, if it was lost by the employee, it's really a large hassle, besides the FEC is really only good for getting some discounts on airfare and certain hotels, albiet, it's not a hugh discount. But all in all I have two things to say.

One: it sounds like you have hooked up with a dodgey school, get the hell out of there

Two: Your passport will expire soon, why in the world wouldn't you renew it before you got the current resident visa
