Q: Why people have conversation on two sides of subway railing?

I see all the time: one person is outside railing (no pay), and one person is inside (already pay). What is reason?

 

Why not leave subway to be with friend? Or enter subway to be with friend? Is so one person never have to pay for subway, other friend only pay one way? confuse...
