Q: Why so many chinese company are ready to hire illegaly a foreigner?
Not only small companies or private schools, but also big one. I also saw many silly job ads stating that the applicant must have a working visa: do they know what that means?
If caught, the company will only get a slap on the wrist. The foreigner gets deportation.
Furthermore, once a foreigner gets into a difficult visa situation, they are easy to intimidate and exploit, and have no legal recourse due to being illegally employed. It's a win-win situation for the employer.

First I'm on a working permit, but schools all over do this, 80%, I don't want to say you are wrong Samsara, but you're wrong man! Teachers from developed countries have yet to be deported unless they've been doing something criminal or like that father and son did or that guy in Beijing to that poor Chinese girl. Been here almost 8 years, follow the news all the time.. Teachers will get warnings before deportation... Some of you know the inside scoop..Some don't.. I've seen inside and the outside on this issue.. Tell me when have you seen tons of developed country teachers caught and on the news? So me the news guys? Yeah i saw an actor in the news paper back in July 2013...

My first employer in China refused to give me an exit letter at the end of my contract in order to force me to continue working for her. My second employer exploited my lack of an exit letter by saying they could get around it, but that they weren't prepared to pay me as much as originally stated.
I also didn't interpret the question as meaning "white foreigners from America / Britain / Australia". I've read plenty of reports of people (especially black people and Russian women) getting tricked into to coming to China on the promise of a work visa, then dicked around / coerced into working illegally.
A simple answer: Because of guanxi's and because they can.. For why they don't stop it daily is the big unknown question.. because they could every week arrest these guys, but they don't, they know you're here, they know your school, they know they can ask for your passport, but they hardly do ask...
Money is the first reason, next reason is unknown, only the local government can tell you why.
So go ask them or the PSB, not us, no one here can tell you why, we can give words amd stories from our Chinese gov friends, but you need to hear it from the horses mouth, not ours.
Don't forget that companies can transfer your work visa/FRP under their company...a new permit requires a trip back to the country of origin.
working with a legal Z visa carries other risks with it, as i've read here before. if you decide to leave a company with which you aren't on the best of terms (not difficult to do when you announce your intention to leave), it may be difficult to get a letter of release from them. if they don't give you one, your Z visa will remain in the national administration, and it will be impossible for you to apply for a new Z visa with another copmpany anywhere in china. since I have a wife and child here, i have to balance the risk of being arrested by police because of working without visa, with the risk of never being able to work legal at another company here ever again... presently my employer is taking steps to legalize our employment relationship, but i have a nagging doubt whether it's in my best interest or not. nevertheless, it's usually a lot better to work legally, and my words shouldn't be misinterpreted as a reccommendation to do illegal work.

You are quite correct, that's why some call there school more a like jail then a job, you're trapped by working permit contracts and the relationship and by the bars on the windows... jail work Hahaha
Generally if there is a correct way of doing things, people will think they are clever by finding another way.
We can only give you opinions. Here's mine: Money.
With a worthless contract the company can disappear and they no longer have to pay those expensive bonuses, airfares, or even your last months pay.
I also don't think this is something the majority of companies do. I can only say from experience. The last 3 years were legal. My current one is questionable.
Questionable because they are breaching my contract on a regular basis. Money because of the way they introduced me to the school. Why don't I leave? Coin pointed out one reason; weigh the cost / benefits. The school did say they acquired an FEC. I do have an RP. If they pay me for December, then why rock the boat.
Clearly it's the illegal foreigner's fault for deceiving a poor innocent Chinese person into accepting his or her illegal employment. "Don't worry, I won't get caught!", "Please hire me, I promise I'll become legal soon! I'll even get a Z visa!" The nerve of some people, coming to our glorious China and defiling our sacred smog with their reprobate behavior.

The process of hiring a Teacher legally is unnecessarily expensive, time consuming and silly. Schools are not severely punished for hiring teachers illegally. It also serves their (the govt) agenda to demonize foreigners. Think about it, schools hire illegal teachers openly, with no problem, for several years. When the govt needs an article to demonize foreigners, they raid a school that hasn't paid any protection money.
I think alot of companies have trouble being allowed to hire foreigners, or are too lazy to go through the process. So it's just easier.
My experience is, that it is a matter of prestige for the chinese company having employed a foreigner. If it is worth to have a foreigner on board, is another question. Nevertheless, I dont complain, they treat me well...
