West Point's training is no secret.  Why not let them get a look at how we do things?  They won't be getting access to any classified materials.  When I was in the military, we used to do exchange programs all the time.  I personally served on many foreign military bases.  Had some great parties.  :)

I think it's odd. You have US politcians demonizing China for all the wrong reasons (or at least many of them) and now you're gonna train their military?

Well being a former West Point cadet, the entire training is to make Generals.  So most graduates make a career in the military and reach positions of great power.  West Point runs an exchange program because thoses that we train, will have an understanding and respect for the US Military.  So the idea that American could potentially train China's best Gerenals would actually one of the most effective ways to prevent war.
