According to the new policy as of December 29th, 2015:
: here are the most current regulations
1. BA or above degree
2. 2 years language teaching experience after the degree
BA or above degree in education can exempt from 2 years language teaching experience
OR one of the following:
1. Have State Teacher Certificate
2. 120-hour TEFL (including online course) or TESOL and the Certification Verification from the official website.
(The candidate has to confirm that the TEFL agency can provide a Certificate Verification. I know Bridge TEFL can provide verification, the attached example for your concern.)
3. TEFL in China
4. CELTA (Cambridge English- Certificate in Teaching English to Speakers of Other Languages)
TEFL/TESOL replaces the 2 years experience
This came directly from the bureau, which I went into myself (with a chinese friend) and asked directly.

I got all of my paperwork done last year no problem with only one year experience in America DURING my last year of college, but a 120 hour TESOL cert from 2014.
I've asked PEK uni and SMIC about this requirement and they both say it's just fine, I pass according to the bureau's advice.
To be fair, I'm not sure you should "name and blame" the entire school for the HR incompetence. Maybe if everything worked out ok, you'd have loved it there...
A place I used to work for (and am unlikely to ever work there again) had some sucky admin staff... but some other bits were great!
