Probably, they already are.  Gossip Girl, Vampire Diaries, Big Bang Theory, and other American shows are popular.  It's a matter of economics and expertise.  They don't have the talent and money to produce the same caliber of shows as in the West.  Variety shows are cheap.  Remember American TV in the 50's and 60's?

Scandinavian:

are there any TV channels that carry the US shows you mention or is it all pirated via PPStream and the likes ? (we only have a basic cable tv package, so it seems to be sketchy drama's and variety shows all the time)

The west has lots of variety/talent shows and reality TV, these shows cost little to produce which is why they are on, why anyone watches them escapes me. I watched someone eat a raw pig snout once and barf. That's only entertaining when it's your friend live at a party.

 Shows like Star Trek etc just got too expensive for TV. Once other shows become hits, the stars salary goes up exponentially.

 So for the Chinese to have decent TV shows, they would need western actors and teach them to speak Chinese. Then they could recycle shows like Sienfeld, Married with Children, etc.
