I just graduated. I want to complete a tefl and take care of some other stuff before I apply for university jobs. I figure it will take me about a month and a half to get everything sorted before i start applying. Are there usually still quality university positions available?

Start sending your CV to job openings now. Don't wait for School's replies, just keep sending your CV. When I am looking for new position, that's my daily, 'part- time job'.
If you're from 'big 5', School will give you 'leeway', and do anything to get you to their University. Don't apply, and negotiate with one School only. You must talk to several Schools in the same time, and accept the best offer. Edit: English teacher's job market in China is huge. There are 300 million English students in China. English is 'second' official language, so everybody wants to study English. There're more than 250 new English teacher's job openings posted daily, 7 days a week only at eChinacities. Relax, there is no reason to worry about job position.

I am Non - native English teacher also. I suggest, you start sending your CV to job openings immediately.
I saw first job adverts for Public School's this year in the end of January, for start in September 2013. Of course, School will ask you to start working 'tomorrow', but you can always tell them your reasons, why you cannot. You can reason (discuss) with the School to accept your available start date.
I was bound by my previous Contract to give School 30 days Resignation notice. I was looking for new position, and new School asked me to start working immediately. I told them, that is impossible because of 30 days Resignation notice to my old employer. My present Contract is with Public School. I suggested, we could sign Contract with beginning in the new semester (September, 2013). But, School only agreed with start date in the beginning of May, 2013, so I signed Contract in the middle of March.
Because, I respected old Contract (Resignation notice), I can contact Government agencies (FEB & PSB), for help in dealing with my old School. You should expect 'troubles' with your old School always when you resign, hence you must leave old job in the good Contract terms.
What incif said... although 'quality' you're not likely to find... those jobs are the ones that other people have already taken.

It is difficult to find Schools with good Contracts and 'good behavior', because teachers at such Schools don't fluctuate. But, there is always chance to find good School.
I am at such School now. 15 x 40' periods per week, no office hours, 3 months holidays per year with 1/2 salary, altogether around 80 000 Rmb/ year. I am in brand new, 2 bedroom flat with paid utilities. This is School's first foreign teacher hire, and officials are on the top of all my requests.
positions will still be available because teachers that are leaving will wait until they receive the return air fare, if they give notice before, the school will screw them out of the money by delay until you left the country. so those positions open at the last minute.
some schools get funding starting in july for more teachers but dont know until august, nothing is done on time. the good news at university if you take the freshman, they have 3 weeks military training so you usually get paid for september and have the month off.
There could be, but just like you there are many other people that are applying for the same position. It's usually first come first served. If they meet a qualified person and like them that position will be filled. So you have to be quick! The position will be available until they run out!
