The weeks go by in roller coaster mode as far as sky visibility is concerned, and I was wondering if it entirely depends on wind here or what. For most of last week pollution AQI levels in beijing were a miraculous 30-40, and now they're back over 200.

The wind would be a major part in the clearing of the skies in the bigger cities. Other than wind I would have to say rain, sleet or snow. I'm not sure it looks pretty clear to me most of the time. Not sure which part your at, but I know certain parts of the city is cleaner than others. For example: check out the Olympic village or Olympic stadium and you will see a major difference in cleanliness.
In my city, the skies are always much clearer the day after it snows.
