In my country it is everday. Well, probably the town that I live in because it caters to military and you can find stores up to 70% off year-round. As for the stores here that offer 70% off I have yet to find one that exists. Your best bet would be 50% to probably 60% off at some of the stores. It's rare but they do have some. Particularly at GAP! They just had a sale recently and they gave out free t-shirts with a purchase of over 300 kuai I believe it was. The shirt that you got for free had to be worth at least 99 kuai so that would sort of be a discount.  Try GAP~!
