It is likely the entire room needs new floors, 4000 sounds a bit much by Chinese prices. (e.g. I have yet to see wooden floor that wasn't actually laminate)

Scandinavian is right. I had reason to open my floor recently and tried to find some new stuff to replace what had been soaked, but the sizes nowadays are different as is the profile that you use to click them together. But I found out that the price would have been around 35 yuan per square meter and that doesn't include the wages for the guys laying it. It is quite a job, especially when there's all kinds of furniture in the room that has to be removed.

the prices vary from the materials of the floor.  Ask one of your trusted chinese friends to go to the community manager and ask for help.  Normally they can replace/repair anything that is out of order in the community at a reasonable price.  My speculation is, your landlord's asking more than it costs.

You should have bought a small carpet and left it there. that's probably how it will be fixed.
