Most Chinese I know are extremely cheap when it comes to renting. They'll room with sb or rent trashy small apt. So you're targeting foreigners, more than likely. Qualified expats are leaving or get their apts from their schools. (generally speaking of course) Non natives  and others working illegally are extremely cheap also because they're usually working at crappy schools
