Q: would you feel insulted if your friend hired a private english tutor?

Nope, I would actually be a bit relieved as I teach 20 hours a week, study chinese four a week and to editing as well.
maybe i would be a bit if they didn't ask first, but also value my free time here. Maybe it's because it would be awkward for them to have to pay you, or would you not charge them?
Perhaps the friend doesn't want you to feel he/she is taking advantage of your friendship. I have heard of some chinese people who do have a conscience. 
But if you feel insulted, ask the person.

Not really. As some alreadly mentioned, maybe they respect your time, or just want to be exposed to another "voice."
