Never heard of that before and I know a lot of people who have finished their contract and either renewed with the same school or got another job.Me included.
Maybe your school either doesn't want you to renew, or they don't want you to move on to another school.

What province are you in?
What type of school have you been teaching in?
How long have you been in China?
How many RPs have you had?
If you are in Shandong or Sichuan it could be the mysterious 5 year rule.....or it could just be some joker making up the rules as they go long as they are having a bad day.
Get a release letter and move to a new province....

There is a hazy "rule" somewhere in the FEB regulations that after 5 years of contracts you are required to return to your home country.
Whether that is one 5 year contract or 5 one year contracts, who can say?
There was talk of it only applying to workers in the technology sector who should return to get stop getting stale...
Also there are rumours that it is to do with tax. After 5 years in China you are liable for tax on your worldwide income. How they would ever know is beyond me....
Finally the rule can be invoked to get rid of teachers who have blotted their copybooks or just for a clear out.
Sichuan and Shandong FEBs seem to be keen to enforce this (Especially Qingdao, or so I hear).
The rest of the provinces don't seem to know the "rule" exists or just ignore it.
