Only "through" I can foresee is "Shenzhen agent can connect you with an employer, who's authorized to hire waigouren ... and can sponsor Z visa."
It's not like every 10th person you meet in Shenzhen's hood can sponsor work visa ... 
The only way to change student visa to labourer one is just a regular way by: 1. Finding an employer, who'll apply for an Invitation letter; 2. Exit China and apply for Z visa in your home country's Chinese embassy; 3. Enter China in 30-days after Z visa was stamped into your travelling instrument ...
As I am aware, you won't be able to switch to Working permit by remaining in China....,so make ready for a return to your home ....

If it's true, there must be an announcement of that 'idea' ... on the web.
As I am aware, Z visa cannot be obtained in China, but Z is/can be issued exclusively at the Chinese embassies abroad.
We use to get Z visa in Hong Kong ... with shorter than a month stay in Kowloon ... year 2010 - 2017 ...

i once had an 'M' visa changed to a 'Z' visa and work permit without having to leave China, but that was years ago. I don't that can happen anymore, expecially if you are not qualified.

Impossible! ... LTA or today ...
Z visa is an Entry visa ... for the purpose of work.
Why would you need a Z visa while already in China under the different, non working visa?
Once, you enter China with Z visa, it must be converted to a Working permit ... and so on.
Now, you were in China on Business visa ... and then you converted it into Z ... and a bit later into a Working permit ... and here you are ...
