I really do not fully understand your question. I mean "tiaoji" for Chinese universities.....
I do know that "tiaoji" refers to, or means a "dual approach to a situation". The word was coined by Mao's successor, when the opened China to exports, and used imports to increase exports and develop an economic base, quite succesfully. He stressed the importance of exports, even to the extend of shotchanging the local needs. And using some imports as raw materials to create even more exports.
Now, how that applies to Chinese universities, and gaokao grades and choosing a major I honestly do not know. But since "gaokao" grades are the score you make in your College Entrance Exam, my guess will be to choose a major according to the grade you get to insure a place at the college of your choice, and once inside, change majors later on to the one you would prefer. But I could be very wrong too.
