My school was aksed to produce an insurance document for application on FEB certificate. (foreign expert)
Is this normal, and what on earth does insurance have to do with FEB ??

In China, it is common to have different requirements at different locations. All I can say is that when I got mine, all I did was show the original of my college degree, give them a copy, a few photos, filled out a form, paid a fee, and got my FEC. But that was maybe 4 years ago.

My friends here are always "reminding me" that in China, unlike America, there is just "One Set of laws" for the entire country.
Then, every time you (and they!) try to do something I often hear "Oh, here is different....".
Yes it was common where I lived a few years ago when I got one. Though it isn't directly related to being a foreign expert, the government wants to ensure as much as possible that all foreigners have some form of insurance here. Once you've got the FEC, you've basically got the Z visa so its at this point it seems to be implemented.
