1.- If you have an "L" visa in China, and your spouse is here with you, she will also have another "L" type visa to be allowed to enter, and must go thru the same extensions as you. First time or two will be six months, then you will get one yesr, after 5 years in China you might get 2 years. Now, if you had a work visa, then your wife and dependent kids can accompany you and are granted also a visa special for that case.
2.- ALL FOREIGNERS DO NEED A WORK VISA, A WORK PERMINT, A HEALTHY CERTIFICATE AND A RESIDENCE PERMIT o comply with all regulations to work in China according to Chinese Law and Regulations. No exceptions are made !.

Yes there is you can get a non working Z visa for 12 months 2 years if you have a child together and your wife or husband is Chinese,at the first try
Even if you are a foreigner married to another foreigner, you can get a spouse visa. You need to show that you are legally married and that you (or your spouse) will be or are employed in China legally. The spouse visa is basically a 1 year tourist visa and your spouse cannot legally have a job with it. This same format also applies to children if you have them.
As long as one partner has a residence permit and a Z visa, you can get spouse/children residence permits for them. Again, they cannot work with those however and if they do and are caught, because you're married, it can affect you as well. IE, your wife is caught working on a spouse residence permit, they can kick him/her out AND you as well.
Live, no. Work, yes. Foreign spouse could obtain a dependent visa or residence permit to live in China but would require a work permit and residence permit to legally work.
