You see in my teaching contract, it states we will be paid by the 30th of the month or according to the government directives. If that day falls on an national public holiday it will be advanced to the last business day, before the working holidays but my company never pays me on time and this month have not paid my salary how can i report to SAFEA PSB
or police any suggestions anybody.

If you have Residence permit, you should contact SAFEA for advice and guidance.
'Late salary' is Contract violation, and you can walk out of the School, and keep your RP.

could u elaborate a bit on how/where to contact SAFEA? Is it possible w/out speaking the Chinese language? Will they automatically accept Employer's word over foreigners ?

I don't know why, but contacting authorities in China sounds like asking for trouble. Is it safe to do so?

@diverdude: 'Ask for SAFEA's address at the Bank, where you're holding an account.' Bankers speak some English, and they were able to get me SAFEA's address in (small) Yingkou, Liaoning.
I needed Chinese friend for interview at SAFEA.
In Yingkou, I got their full support, because my apartment wasn't suited as per Contract. In Hangzhou, they helped me to retrieve my last salary. edit: 'search for 'Helen' for more posts about it'.
In Dalian, I resigned because 'School scheduled more classes than per Contract'. SAFEA helped me get all necessary documents for RP extension, and last salary from Dalian Training Center.

SAFEA operate out of banks? I don't understand you. But it sounds like you have a lot of trouble, so maybe your advice is not so good.
i dont think anyone will care about that you got paid late... welcome to china noone obeys the laws
My first teaching job in China in a training school, the boss was late paying the salary. So all the foreign teachers refused to teach until we got our pay. He paid up quickly because the parents always sat outside the class waiting for their child.........
Getting paid late is common in China and they won't even give you a day or two notice so you can make some plans if you are relying on your salary.
If it states in your contract when you will get paid and it's late that is a breach of the contract and you can leave the school without any big hassle.
As for contacting the PSB I would only do this if you are on a valid working permit otherwise you'll get your ass deported.
I'd just start budgeting each month to account for getting the salary later than expected, you're going to find the same problem in about 90% of schools. If it's later than one week I'd check with the other staff to see if they have been paid and if so talk to your boss and demand he pay or you refuse to work and you will inform your students (if adults) or the parents that the school hasn't paid you. The parents will side with you if you're a good teacher and they will help push for your money.
