So if you dress with your cleavage on display you too should EXPECT PEOPLE TO LOOK, because men are naturally attracted to that.

If you saw a guy at work with his willy hanging out his trousers you would definitely look, there is no denying that. So why shouldn't men look at your cleavage?

You brought it on yourself. Chinese already naturally stare at foreigners, so if on top of that you openly reveal your coconuts (which are very likely larger than your female counterparts') to the guys, you deserve whatever you're getting.

Ask him for a drink after work, wait until he goes to the loo and then spike it with laxatives. Wait 10 minutes and suggest he walk you back to your apartment several miles away - when he inevitably craps himself, laugh yourself hysterical and watch him slink away never to hassle you again.

Back home something like that wouldn't pass, but then you're not back home. I haven't been to China yet, but I assume the rules there are not the same, and my gut instinct says it's probably a lot less strict

You can sue him if you have evidence. There is relative law about sexual harassment. The hard part is the evidence.

When you see him always look at his hair. Eventually he will realize and will feel uncomfortable. At first he will touch it casually and then ever more so nervously. Every single time you see him do not take your eyes off his hair. He will turn in circles trying to see what you are looking at. He will become so self conscious he will forget about your breasts and let the other guys look when you are not watching.

Like others said, either cover up or ignore it. I'd want to say something like "Keep looking buddy, because that's the furthest you'll ever get." It's true. He acts like he's tough, but he's a coward. No matter what he says, he probably wouldn't dare to touch you. I'm sure that if he did, you'd be justified in punching him, then crotch stomping him until you're sure he can never have children. Now that I've been here a while, I'm used to just ignoring everybody staring at me, but obvious harassment is different. Sorry that it's happening to you. I agree with Martin.  He has actually given you the best advice in my opinion.  Cover up and suck it up.  If you can't take it, grow some balls and risk losing your job.

You need to clarify if this is a client spokesman or actually the client.  I think if it is spokesman you can make him lose face and that will most likely solve it.  But one thing to consider is if you do anything to harm this clients reputation(lose face) it will also harm your company's.  Which is why I think your company is scared to pursue any kind of action.  This ain't Kansas anymore.  Chinese love hiding problems than rather solving them.

If it is actually the client, then be prepared to lose your job.  If you are brave enough you would have to set an example for other women to follow in China.  I agree with Martin that this will most likely accomplish nothing if your pursue this through the court system.  So what you need to do is gain public support and pursue this through the courts, which is really risky.  How you can do this... Use the internet, make it public (post the evidence, use weibo) anything to put  this man's (Company's) face at risk of losing face.

To be honest, I just think you are venting, which is good.  Just don't expect any crazy answer that you don't know of already.

For sexual harassment you usually have to go up the chain of command. Talk first to your immediate supervisor. If he cannot help you go to the person above him and if that doesn't work out keep going higher and higher. You may have to go to the CEO of the company but if you think you are getting sexually harassed and it is physical go get a lawyer. In most companies sexual harassment is not tolerated and it doesn't matter who they are they will be received the same punishment if there is a just law. Don't wait! Get it done fast! If you let somebody get away with it they will keep doing it! You wouldn't let a killer kill somebody and get away with it would you? They would kill again and you will feel guilty afterwards!
