Just looking to get info/advice on the visa procedures if i quit my job, and work for another employer. I have the FEC, and resident permit currently.

They are linked to your job, so if you quit you will have to start again. I was in Shanghai in 2012 when I quit a job. My employer actually sent an HR minion to go to the PSB with me where they replaced my residence permit with a 1 month tourist visa! I had another job lined up, but in a different province. I went to my new job where they gave me all the appropriate paper work, but of course you cant change a tourist visa to a residence permit inside China, so I then had to go to Hong Kong to get a second residence permit. Quite a hassle.
But regarding visas and permits, the rules are different from province to province, and change so frequently it is almost impossible to tell you exactly what will happen.
You will need a letter of release from your current employer, but yeah the new employer would then be responsible for getting you legal.

You can quit your job and transfer RP to the new employer only in the case your present employer violates the Contract.
I am a recruiter. There are two ways to transfer your visa to another employer in China.
To do this the clean way you need a signed and stamped letter of release from your employer. Basically a letter that says "This guy isn't working for me anymore, I release his visa". But... they are not obligated to give it to you if you don't finish your contract, and if you leave with a very short notice the chances are that they won't. The letter of release must be dated on the same day when you will go to the PSB with your new employer to transfer your visa.
The dirty way, make them break the contract, contact the SAFEA, your visa will be "untied" and you can find a new employer. You need a good reason to do this, just because they asked you to cover one class won"t work.
