Why most of the expats I have met are complaining about everything in china ! Is it that bad ? I don't think so !
Chinese people don't think so either, especially those that have never been abroad and have nothing to compare it with, but then again, Chinese people usually don't think at all. So what do you compare it with? And... how long have you been here? As you may have read elsewhere on this site, the first year is exciting and adventurous for many ex-pats, but later on (I'm in my 5th year now) you'll start noticing different things and some things that you only noticed before may become your biggest headache.
But it's all personal anyway. If you don't think it's that bad, good for you! Enjoy!
If one compare China with West, in many aspects she has to go a long way except economy. For example education, fair system, innovation and fighting pollution. Though in the political game among the 'Giants' China is much better being non volatile except to Japan.
If one compare it with developing countries or undeveloped like majority of Asian, gulf(except economy)and African countries it seems much better.
Now coming to your point of people complaining about China, majority of the expats here are from west where they see everything different with respect to their culture is bad. West has enjoyed a lusty background in art, technology and economy so the sense of being superior is innate. Some of them are critics of cultural differences which prove that point while many come up with some real problems like greed, pollution, political or religious and education system. Criticism of any such issue becomes inevitable in a developed country but in the Asian region people are more rigid about their thinking and culture specifically. So it is taken as complaining about certain issues.
Yes there are some definitely with naive posture towards everything in China or out of their country which shows that they need more education about universalism as, "all the fingers of a hand are not equal ".
Expats that complain constantly are annoying... but honestly, China is much more annoying (overall). If you go out to socialize, there is no point in starting a tirade about China... all the other expats already know and the Chinese will never agree (not publicly anyway).
They will just think you are hurting their feeling and should leave. That's how they were taught to react. So in actuality... the Chinese are right... if it bothers the expat so much that they waltz around ALWAYS complaining... they should leave for their own sanity.

right...and it's just a question of futility really. If you're that unhappy that ALL you can do is complain, odds are you aren't going to be happy anywhere until you really sort out why you are unhappy in general.
Now that being said, China is objectively a relatively unpleasant and stressful place to live just in general, so I do think if you aren't building to something here most people would probably be happier elsewhere.
This is a good place to blow off steam. When we're having a BCD, it's nice to just let it all out on here. Better here than on a random passerby who does something stupid, and who ends up on the receiving end of a Laowai Meltdown, then posts it on Weibo saying "all foreigners are garbage. Laowai, get the fuck out of China!!!"
Very few of us actually hate China or Chinese people.
