Q: It's a small world after all?

Does anybody know why the street sweepers have the tune for "It's a small world after all" blaring out of their speakers while they are washing the streets?

It's different from city to city. E.g. Changsha street washing trucks are blaring some xmas tune.... only 279 days until xmas, where are you saxy santa.

Yesterday I was at McDonald's in Daqing and the Christmas tunes were still in full force.
