Everything is illegal in China, but the laws are not enforced. So, KTV work is as "legal" as hotel gyms with attached "spa", full-service massage parlours, certain barber shops, and escort services that are advertised online or via social media (eg. WeChat).
You want additional services? Just ask and ye shall receive.
Don't believe for one minute that you won't be asked to perform extra-fee services. Not for one RMB 10,000 minute. Don't believe it. Maybe not even asked -- simply coerced.

If it's "Only drinking-dancing-playing stupid games, no additional services" as you say, then no...that's not illegal. And depending on where you are, even some "additional services" might be quasi-legal. For example, the courts in Zhejiang province ruled that hand-jobbed happy endings were ok. No penetration, no prostitution, no problem! NpNpNp!
Why would dancing and playing silly games be illegal?
