If they charge more than 7 rmb, I walk away. Unless you're trying to go to the highest, most professional place because it's your grandmothers silk blouse that she made when she was twelve (which I would have to ask why in the world would you bring it here), I would say use the small mom and pop shop that's down some alleyway. They care more about their work than some bigger place that hires the cheapest labor it can find, and they are normally cheaper.
I use a local husband and wife run shop, they charge me 10rmb to clean my down filled, localy made jackets. They do a very good job, compared to another one I used.....the other one is not here any more! Have a look inside the shop and see what they have hanging up.
I agree with choosing local smaller shops, they generaly did a better job than Fornet, which is the big brother of laundry mats here in Beijing. I never use Fornet anymore eversince they ruined my suede jacket.
I would say neither just do it yourself. Unless you don't have a washer and dryer and you really need it than it would be better to do it yourself and save yourself some cash.
