I'm considering opening up a small "hole-in-the-wall" style restaurant selling western fare. Anybody have any idea as to start-up costs regarding govt. registrations fees and license costs etc

It can probably be done fairly cheaply, within a couple of hundred thousands depending on location, size and how much decoration you want to do.
For western cooking, possibly you need to acquire some appliances that are not easily available (e.g. a pizza oven)
All items on your expense list will depend on what city you're in, if it is going to be a WOFE or you will partner up with a local (which requires someone you trust completely)
