1. Before the employee entering China, the employer should apply for Employment License first in municipal Labor and Social Security Bureau Reception Center of Employment Affairs of Foreigners. 5 work days /no charge.
Pay close attention to the word 'Before', please!
There are no 'inbound' Working permit applications considering foreigner in China ... In other words, foreigner CANNOT apply for WP in China.
Chinese Co./sponsor has to do that, but foreigner can apply for Z/Working visa ONLY at Chinese embassy abroad, i.e. out of China, so suggesting to foreigner to come to China with L/Tourist visa is half-baked, not sensible advice, because foreigner will be required to exit China, apply for Working (Z) visa at Chinese embassy abroad and finally enter China with Z visa.
Most posters and readers on this Board are foreigners!

Application requirements: degree, 2 years experience, correct country depending on the job, white, no dignity. And be prepared to stay in enforced quarantine in a seedy hotel for a few weeks at whatever price is quoted at your expense upon arrival.
