This is something that genuinely perplexes me. Snow falls and armies of workers are sent out to clear it, mostly by manual sweeping. Then they don't grit, meaning that everything becomes super dangerous to walk or drive on. Is grit an unknown quantity or is it just considered too expensive?
Why they do not grit the paviment after cleaning off the snow can only be answered by those in charge there. Any assumptions could be totally wrong. Assuming lack of knowledge, lack of funds, who cares, etc could be far from the true reason, which could very well be a combination of all of the above.
Maybe because cars and buses and trucks are so precious here (cars have just been popular in the last 20 years or so), adding chemical compounds to the road to prevent water from feezing could be a no-no, if it does bring beavy corrosion. But again, who knows ?.
I don't think they have the infrastructure set up to handle major snow issues, and they just assume people won't go out anyway, so why bother. I mean, people don't go out when it's raining...
I really wish they would use anti-slip paint on crosswalks though. Even in a light rain, those things become slip and slide death traps. I ALWAYS see some poor soul wipe out on those.
