There's a pretty decent article on the site about this.
I got a TEFL certificate - wouldn't say it's the be all end all of teaching, but it gives you a little training before the real thing and more importantly it can significantly boost how much salary you can ask for up front from your future employers.

You can try i to i, it's accreditied in by the U.K and North America, they also provide both TEFL and TESOL which is a good combo for the British and American differences. Or go to goabroad.com and they have them all over the place. Also CELTA on line is ok.
If you plan to teach English in China, you can choose TEFL in China, which is supported by SAFEA.
Why would SAFEA take any interest in a particular TEFL program over another TEFL program? It's hardly in the purview of a government agency to do such a thing.
Although this is heading towards being a year old, it's been resurrected, so I'll reply.
Don't bother with an online course. Not if you're serious about being a teacher. Go do a CELTA face to face with real teachers who have been doing it for years. In many cases, the only thing they'll accept is a CELTA or Trinity college course. Online is a waste of time (if you put any in) and money (which you'll spend a lot for). If you do those 2 I just mentioned, you'll easily earn it back in a fairly short space of time.
Dodgey TESL courses will keep you in China getting paid about 5-7K/month... go do a real course, and you've just doubled or trebled that! And, you can take it overseas to the better paying countries!
Now, if you don't want to spend that sort of money, or you only intend to stay in China, and you don't really care about anything other than a cushy life (with low pay), then by all means, do your online course....
(FTR, CELTA can be done in Shanghai, once per year, in July).
Will-Excel offers a TESOL program Harbin combined with a paid internship for six months at the end of the TESOL program. Pay is about average for the internship. We have hired Will-Excel graduates in the past and they did a sufficiently OK job.
I did mine through i-to-i about 5 years ago, they have online only and weekend courses. Just grab their email newsletter and wait about a week for a good deal coming in, they have specials on most of the time.
I did mine through TEFL Express. I did the 140 hour online course. Wait for a deal.. check groupon.com, I managed to get the course for £99.
Online TEFL's are NO longer accepted. Friend of mine changed jobs lat week and was told he needed an in~person class. NOT online.
