Q: Who is liable if the company does not pay the employee tax, the employee or the employer?

Company provide payslip with basic salary and deductions only.

Tax deduction is not included. Not sure if company pays for it and got a feeling they did but misdeclared actual salary. Don't even pay for social insurance.

You are ultimately responsible for taxes in the P.R.C.

Check your contract as to who is responsible for paying. If your company is supposed to be paying (income tax starts after the first 5000 RMB per month), you simply take your passport to the taxation office nearest to your workplace and they can print you a tax receipt.

Your company may have reported your income as only 5K RMB/mo as this is quite a common occurrence.

 

As for the social welfare payments, this didn't seem to get rolled out everywhere as it was supposed to and is not something to worry about.

For foreigners tax starts after 5k/month.

There are ways to avoid taxes if income is above 4800 ( that's where it starts not 5k).  Some  companies call income allowances or simply pay part of the salary in cash. The allowances are fully legal. By doing this employees can make over 10k tax free. Your company might do this, or they might not be licensed to hire foreigners in which case it's all under the table.

You must need to follows your accounts department for you tax things.. After every 3 months i sue to go local tax department and get my Income tax payment details .income tax will be paid by your company after deduction from your salary but you will be responsible if your company do not pay in case you are liable to pay income tax.
