Q: Why some Employer use word "WANTED" - ESL Teacher Wanted. It feels they are looking for Fugitive

Want definition, to feel a need or a desire for; wish for.

"wanted" posters for criminals usually say ''wanted'' first. At least they are not looking for teachers dead or alive. Dead might be better, they work for less.

It is standard advertising form over here.  You can't change that.  As for the looking for fugitives, well, that might be another story.

Actually, it is rather standard in the US also.

Employment adds are often called "Wanted Ads".

Even today, you will see "Help Wanted" signs on stores looking for employees.

Now, in the case of fugitives, then usually the "wanted" comes first. For example:

"WANTED: Voltasingh for not drinking enough local beer...."

Should they say they need teachers instead? I want a Ferrari, I need food and a warm apartment.

"Needed, ESL teacher for middle school." 

But who cares? I'm just playing with the syntax.

it mean they need you very much in china. 

there is a famous talent show in china, if the teacher think your show is great, he will turn on the light for you and say: i want you!!!
