Q: Why is there never any water in the public fountains?

I notice a lot wherever I go that China has many public fountains. Big elaborate things. But almost never filled with water. Always dry. I don't quite understand the logic.

Fresh water is a limited resource in China.  Perhaps they only fill those fountains during special events.

Yup, it boggles the mind. Good question. I guess if the Fountain guy were to answer that question he may say something about saving electricity but who the hell knows?

Due to a lack of swimming pools and bath tubs, fountains would be the next choice, great place to wash clothes too.

Chinese replied: 'There is water in fountains! But only when big cheese (leader) is around.'

Water is running in the fountains, or extra lights are turned on only at special occasions.

Beijing is a DRY place. I don't know about the other parts of China though.

The ones I have seen, including the one at my building complex, do have water, but are only run (electrically) on week ends and holidays,  Ours is really nice, it has "dancing" water, color changing lights and music.  Very pretty when it does run.

My guess is maybe the same reason lights in common areas of compound are so dim and far apart, $.

The college I worked at always had water in the fountains, which was pretty gross. They were only used on special occasions, and I'd only seen them on maybe 4 times while I was there.
